I tried to tag HP myself, and saw the same things you did. Interestingly, HP is also blue check verified and has well over 2 million Likes. My only guess here is that having only 2 letters in its name as well as its FB Page URL, is the reason for not being able to tag the Page. I am a photographer, and people who purchase photos often want to share the photo on Facebook and thank me by tagging the photo. At this point, people are only able to tag me as a person, but not my business.

Have you tried it in the past few days? I just gave it a try and was able to do it right away. It seems like Facebook has finally and very recently fixed this problem. Facebook allows Business Pages to disallow others from tagging their Page in posts.
